How should buyers use this tender skeleton?

Replace bracketed fields before issuing a tender; technical safety and acceptance project decisions belong to a local qualified reviewer. Copy the narrative clauses into your own procurement document and adapt them to your actual scope. This is a terminology and information structure, not a substitute for a tender engineer or local qualified reviewer. Keep unresolved items in a clarification register instead of silently filling gaps with assumed values.

Document reference and revision: [buyer to complete]. Buyer contact and response deadline: [buyer to complete]. Technical decision owner: [To be set by local qualified reviewer]. Quotation-dependent entries: [To be confirmed in quotation].

For the RFQ, send the same revision to each supplier and ask responses to identify exclusions, alternatives and unanswered fields. Distinguish a buyer requirement from a supplier proposal, and keep later revisions traceable. No blank or sample clause establishes that a proposal passes compliance.

What project scope and site information belongs here?

Project location, road use and limits of supply: [buyer to complete]. Drawing reference, road widths, pole positions and existing interfaces: [buyer to complete]. Operating schedule and site constraints: [buyer to complete]. Unverified geometry or site conditions: [To be set by local qualified reviewer].

Sample clause: “Supplier shall describe the goods included for the marked project area, identify items supplied by others and list assumptions or missing site information affecting its quotation.” Attach a marked plan and separate measured information from estimates. In the RFQ, these fields define comparable supply boundaries; they do not ask the goods supplier to undertake site design, foundations, installation or local project approval.

Which product and configuration fields should remain editable?

Goods schedule by item, family and quantity: [buyer to complete]. Proposed luminaire, optics, driver, controls, finish and accessories: [To be confirmed in quotation]. Pole height, bracket and mounting interface: [To be set by local qualified reviewer]. Proposed goods configuration and drawing revision: [To be confirmed in quotation].

Sample clause: “Supplier shall describe each proposed configuration, identify the meaning of each power figure and state included components and proposed alternatives separately.” Power options are approximately 1–1000W depending on selected products; no specific rating is asserted. Custom heights, including high mast, can be discussed for goods supply. For the RFQ, request itemized proposals against the same reviewed mounting brief, without treating that broad capability as a site recommendation.

Who sets optical, electrical and local review requirements?

Lighting criteria, applicable local requirements and calculation assumptions: [To be set by local qualified reviewer]. Supply characteristics, protection, controls and connection interfaces: [To be set by local qualified reviewer]. Matching optical data and configuration identity: [To be confirmed in quotation].

Sample clause: “Supplier shall describe the proposed electrical and optical arrangement and identify available supporting files, assumptions and departures from the buyer brief.” For the RFQ, give suppliers the reviewer-approved criteria and request a response against each item. The local qualified reviewer assesses geometry, distribution, electrical safety, structural conditions and applicable requirements. Wattage, a drawing or an IES file alone cannot establish installed performance, suitability or acceptance.

What documents and submittals should be requested?

Requested document purpose, configuration, revision and submission stage: [buyer to complete]. Available drawings, data and certificate documents with applicability and gaps: [To be confirmed in quotation]. Evidence required for local review: [To be set by local qualified reviewer].

Sample clause: “Supplier shall describe the documents available for the proposed goods, identify their product and revision coverage, and mark unavailable or pending material.” Documents and certificates are on request depending on product and supplier, with no fixed list. For the RFQ, separate requested evidence from confirmed availability; ask your reviewer which material is relevant, rather than using a document heading as proof of compliance.

How should quantity, commercial terms, warranty and acceptance be recorded?

Quantities by item, destination and packing requests: [buyer to complete]. MOQ, shipment scope, named place, payment terms and quotation validity: [To be confirmed in quotation]. Warranty wording, coverage, exclusions, start point and claim steps: [To be confirmed in quotation]. Project verification and acceptance procedure: [To be set by local qualified reviewer].

Sample clause: “Supplier shall describe the quoted quantities, included goods, packing, shipping responsibilities and applicable warranty terms, identifying exclusions and matters requiring clarification.” MOQ is generally around 50, depending on product and quotation. FOB is the main basis; CIF is quoted per order. Warranty varies by product and confirmed enquiry; do not assume a fixed period or remedy. For the RFQ, request written quote terms and keep project acceptance decisions separate from goods delivery and document receipt.

Before requesting a quotation, reconcile the goods schedule, drawing revision, evidence requests and clarification register. Ask the supplier to describe its response and quote terms; do not ask it to guarantee engineering outcomes through this template. Use the linked guides to prepare questions and send unresolved supply items through the contact notebook.
